Mr. Moore,
I am with the Texas Department of Agriculture in San Antonio and
the traps you described are Federal/State Insect traps. These have been
placed in certain areas of our state to detect movement of the Gypsy Moth,
which occurs heavily in the Northern States and is a problem for hardwoods
here. The moth in the caterpillar stage defoliates host trees and shrubs
giving summer scenes a barren, wintry look.
The traps themselves (both orange and green, same purpose) have
a pheremone strip inside and once the moth goes in, it stays in due to
the sticky material inside the trap. We monitor these traps on a monthly
basis and send in suspect catches to a Federal lab in Louisianna for identification.
At this time there is no action protocol except to place more traps in
the immediate area in case of positive finds, of which there aren't any
to date. I can mail you some handouts that go into detail about the moth
