VNA Sponsors Incorporation Meeting
The VNA Board of Directors remains committed to our long-standing position of presenting information and letting residents and property owners decide what is best. To that end, on March 21st at 7PM the VNA will hold a meeting to present information regarding the on-going incorporation effort sponsored by Save Our Volente, a Texas corporation. SOV is proposing to incorporate a two-square mile section of Volente going west from Arrowhead Dr. to north on Lime Creek Road. Details of the area are included on the petition, which is posted at the fire station, VJ's, Volente Realty and Sandy Creek Yacht Club. Further details may be obtained by calling the telephone number on the petition. Information is also contained in newsletters published by SOV. Questions regarding SOV newsletters may be directed to Mattie Adams (336-1200). Preserve the Volente Community (PVC), a local grass-roots committee opposed to the current incorporation effort, also published newsletters, which can be obtained by contacting Walt Thompson (249-5802).
VNA Board members Ken Beck and Walt Thompson will present opposing views on incorporation as well as alternatives to incorporation. They'll field questions and comments from residents, and answer to the best of their knowledge. VNA invited SOV's participation in the meeting, but the invitation was declined. (Copies of the correspondence to and from SOV are posted at www.volente.org.)
In preparation for the meeting, we suggest residents review SOV's petition to COA and newsletters, review previously published PVC newsletters and other incorporation related information posted on the VNA website (www.volente.org). VNA is working to get more incorporation information on the site to include informative documents not previously posted. We welcome comments from Volente residents, as this issue will have an impact on all our lives. Now is the time to formulate your own opinion in the event this is brought to a vote. We hope to see many of you March 21st.

Water Monitoring
There are at least three people in Cypress Cove monitoring Lake Travis water under the auspices of the LCRA's Colorado River Watch Program.
This monitoring consists of monthly analysis for pH, total dissolved solids, dissolved oxygen and nitrates. At some sites a bacteriological screen for E. Coli is also run.
Through these elementary analyses it is hoped that potential problems will be rapidly detected.
Incidentally, these volunteers are a part of several hundred volunteers scattered from above Lake Buchanan to Matagorda Bay, all doing regular analysis and reporting to a central LCRA office.

Private Docks Regulation
Got a private dock or planning to have one? A committee of dock owners and dock builders from each of the Highland Lakes is working with LCRA to produce regulations establishing standards for private docks. A second draft of the proposed regulations is due out around March 12, 2002. Those interested may obtain a copy by contacting LCRA (Gabrielle Ramirez at 473-3200 ext. 2309). A meeting to consider comments on the second draft will be hosted by LCRA at the Precinct 2 office on March 26, 2002 from 7-9 PM. A third draft will then be prepared which will become the basis for a recommendation to the LCRA Board to adopt the regulations. The regulations could be effective in June 2002. If you want to get involved, now is the time!
Marina Permits
Several questions have arisen during VNA board meetings regarding marinas in and around Volente. To make it easier to answer questions and to make information available to Volente residents, VNA board member Connie Curtiss obtained copies of the permits from LCRA. If anyone has a need to reference marina permits, the VNA will have the copies on file.

Improper Mailbox Use
Several residents have expressed concern about items placed in their mailboxes that were not delivered by the US Postal Service (USPS). According to the Leander Postmaster, it is illegal for anyone to place items in mailboxes other than their own. He further related that the Volente carrier found some items recently that were placed in mailboxes without postage and they were removed and taken to the post office. The post office can collect postage from the person or organization distributing items in mailboxes not sent through the postal system.

Volente Park
Travis County has approved the Volente Neighborhood Association's adoption of the parkland across from the Fire Hall and next to VJ's.
Tim Davis had sketched a landscape plan that has been submitted for approval by Travis County. It involves stacked flat rock around each cluster of trees creating flowerbeds and larger rock placed strategically for safety and beauty.
County Parks Ranger Dan Chapman visited the park, reviewed the plans, installed a sign and ordered new picnic benches. He was very complimentary to the volunteer effort and enthusiasm of our community, and was impressed with Tim's sketched interpretation of the finished product. A great goal for completion would be the Volente Fish Fry….
Volunteers get ready….all we need now is the final approval of our plans, some nice weather, and some flat rock for the borders. If anyone has access to flat rock that is suitable for a dry stack wall please call Lee Bass @ 918-2600 or e-mail LeeABass@AOL.COM.

Alternatives To Incorporation, by Preserve the Volente Community (PVC)

1) REMAIN UNINCORPORATED AND BE MORE PROACTIVE
We are told by Save Our Volente (SOV) that the Volente area is not going to be annexed by the City of Austin (COA), and that the request for annexation is merely a stepping-stone to allow incorporation to come to a vote. (Volente Wave January 2002 issue.)
If COA is NOT going to annex Volente - why does anything need to change? What is wrong with Volente?
COA currently must approve subdivisions and commercial development. The community and individuals can give input in this process.
If individual residents or groups identify issues or concerns, a neighborhood association, supported by the residents, can address specific issues or concerns to COA, Travis County, LCRA and if appropriate seek the assistance of other organizations such as Protect Lake Travis Association, 2222 Neighborhood Coalition, etc.
This approach assumes residents communicate and speak with one voice.
Advantages: No zoning, no new taxes, options remain open for annexation, LPA, or incorporation in the future.

2) LIMITED PURPOSE ANNEXATION
To be annexed for limited purposes, an area must be:
¨ Within the municipality's extraterritorial jurisdiction; and
¨ Contiguous to the corporate boundaries of the municipality (unless the owner of the area consents to noncontiguous annexation)
¨ Consent of the owners of at least 51 percent of the total affected territory must be evidenced by appropriate signatures on the limited-purpose annexation request
COA would consider the following when making a decision on LPA:
¨ The kinds and levels of development that will likely occur in the area in the next 10 years (if there is LPA or is not LPA);
¨ The public benefits to result from the LPA;
¨ The economic, environmental, and other impacts LPA could have on the residents, landowners, and businesses in the area; and
¨ The proposed zoning of the LPA area.
Advantages of LPA
¨ No new taxes
¨ Developments are governed by COA permitting, building and inspections codes just as though they were within the City limits (for example: lot lines, setbacks, building heights, commercial vs. residential, single vs. multi-family development, subdivision requirements etc.)
¨ Control over desired zoning is achieved
¨ Travis County would remain the authority for roads and the LCRA for septic systems.
¨ After 3 years, majority of residents could request that LPA remain (instead of full annexation)
Bottom line: If control over zoning and development is desired, LPA would require that COA staff review and approve developments for adherence to COA standards and Volente could request zoning determinations. We would have no city services and no additional taxes.

Volente Sign
Thanks to Anderson Mill Marina for allowing the VNA to erect a Welcome to Volente sign on their property. We realize it would be great to have a larger sign and to have it on the right side of the road but we have limited options, since it cannot be on the state right of way. We asked both PEC and SWB if we could put it on one of their poles; both declined for safety reasons. If anyone has a better idea, let us know. The sign is not set in concrete pending an adjustment in height. Thanks to all who helped make this happen.
