VNA BOARD MEETING   December 12, 2007

Meeting called to order at 7:10 pm.   Members present:  Ken Beck, Al Graci, Judi Graci, John Schlotzhauer, Anthony Demichielli, Jessica Janda, and Ryan Janda.

AGENDA ITEMS:  Request for signs at Comanche Trail by Star Zerrien was added to Roadways and Safety.  Issue of upcoming elections was mentioned and agreement was reached that the VNA should support actions to inform our members about elections and candidates.

SECRETARY REPORT:  Accepted as mailed and read.

TREASURER REPORT:  Anthony reviewed end of month reports from Sept. and October with a reconciliation adjustment. Total at the end of November was $2,407.34.

 LAKE TRAVIS:  The  Lake Travis is at 680.5’ at 68 degrees.  The lake remains at the full level which is unusual at this time of year.  LCRA has replaced their previous GM, Joe Beal, with Tom Mason who has served as counsel to the LCRA. We are pleased that the new GM has a background in environmental protection.

WATER LINE THROUGH VOLENTE:  Several key issues were discussed with updates:

  1. -          TWDB – application for funding by the BCRUA was removed from the agenda for December and will now be on the agenda of the TWDB on Jan. 28th. There are many concerns over this request for $309 M. First, are they applying to the correct fund, and second, the magnitude of the request.  Plus the fact that there is NOT any agreement on locations of water lines, pumping station or deep water intake.
  2. -           Site Analysis/Study – BCRUA will hold a meeting on Jan. 17th to update concerned citizens. They have not yet released the criteria they will use to evaluate the 7 potential sites.
  3. -           Eminent Domain – the BCRUA appears to believe that they have this right along Trail’s End road in order to allow construction of their pipeline. It is very unclear as to whether they have this right within the boundaries of the Village of Volente.
  4. -           Conservation Plans – we expressed dissatisfaction with the plans so far presented by the BCRUA. We would like these plans to show how the cities will get their usage down to 140 gallons per person per day.  We also discussed the issue of putting treated effluent back into the Colorado River Basin but were not in unanimous agreement on this. We will follow up with the Protect Lake Travis organization on this issue.
  5. -           Liability – concern was expressed that none of the three cities wants to be held liable on this project should one of the other cities default on any commitments.

BUSINESS AND DEVELOPMENT:  Board discussed new and possible building in this area. Inquiry made on construction at the end of Arrowhead Drive.

MEMBERSHIP:  One new member family for two years,  and one renewal this month.

ROADWAYS AND SAFETY:  Star Zerrien has requested of Lonnie Moore that a street sign be placed on 2769 identifying her street as Comanche Trail and showing the range of address numbers along that street.  The VNA remains in support of renaming this street so as to avoid confusion with Comanche Trail by the Oasis, as well as to ensure clear sure access by emergency services. Ryan Janda will contact TXDOT and see if they would install a street sign as this is outside the VOV limits. If not, possibly Ms. Zerrien could pay Lonnie to install a sign.  

COMMUNITY RELATIONS:  Newsletter articles are to be submitted ASAP.  Jessica will work with the VVFD so that our articles will be included in the VVFD newsletter for December. We will continue to look for opportunities for these two entities to share newsletters.

SAFE HAVEN:  Please remember Safe Haven at this time of year. They do have a list of needs.   List incudes:  bed linens, towels, socks, toiletry items including tooth brushes and paste, warm clothing and fresh fruit.
