Call to order at 7:05pm.
LM polled board members for any new agenda topics. EM added cooling options for the September 7th VNA hosts panel discussion at the VVFD.
Minutes of the 8/1/00 meeting were reviewed. SM read aloud, and minor spelling changes were made. SL motioned to accept the minutes, ACS seconded, and all were in favor.
Treasurer’s Report - ACS reported we have $3,861.14 in the account. Expenses for the meeting notice were paid out: $58.46 was paid to LM for copying expenses and $65.00 was paid out to EM for postage.
Membership Committee – LM reported that 4 membership checks were received bringing the total paid members for 2000 to 99.
Lake Travis Committee – LM reported for CS. CS spoke to James Dunnam of LCRA about Sandy Creek Marina’s plans to put in a restaurant. Mr. Dunnam indicated that Sandy Creek Marina was now going back to their original plan of only a ship store on the marina and has not filed for a permit to construct "Cafe Bleu".
LM also reported that LCRA might start charging people for pumping water out of Lake Travis.
WT reported that Cypress Creek Marina requested, in writing, a permit from LCRA to build a tram, (and possibly dry stack boat storage, but not sure). LCRA responded, in writing, declining permission for Cypress Creek Marina to put anything on LCRA property. Cypress Creek Marina has been red tagged for putting additional slips in the marina. City of Austin has no current permits for Cypress Creek Marina or Anderson Mill Marina. The only permit on record for a marina in this area is an older one, from 1996, for Riviera Marina. Cypress Creek Marina does not own any land that touches FM 2769, making it difficult to get permits.
Incorporation Committee – LM made a motion to authorize the purchase of up to 3 large misting fans to use at the September 7th meeting, and donate them to VVFD, total not to exceed $500.00. ACS seconded the motion, and unanimous vote in favor. (Later in the meeting this motion was amended to include the purchase of 2 water jugs to also be donated to the VVFD after use on September 7th, as well as bottled water for that meeting).
SM and WT are to look into possibly finding microphones to use on September 7th.
WT requested a general introduction to be done at the panel discussion on September 7th. He also requested that there be no handouts or paper distributions by either panel. After much discussion LM called Mattie Adams to see if she was planning on bringing any handouts, specifically a budget. She said she was not going to distribute a budget, but was going to have a poster size map of the boundaries. She said she may handout a review of some information that was previously distributed.
It was discussed that water should be provided for the meeting. Two water jugs were approved to be added to the previous motion, as well as bottled water. EM is to get the fans and water jugs, and SM will get the bottled water.
SM and SL will do the sign-in sheets and membership information at the meeting, and LS will time the questions and responses. LM will serve as moderator.
Business/Development Committee – SL had nothing to report, and he said he has not met with Rick Redmond yet.
Roadway/Safety Committee – WT said he called regarding the markings for FM 2769. TXDOT said the pavement has to set up for a period of time, and the temperature has to be right, (usually takes 2-3 weeks during the summer). He also asked about some areas that he thought needed guardrails, and some general hazards about the road. He was told that they would come out and look, but would not do a study unless they found something significantly wrong with the road.
Following up on last month's discussion on requirements for designated fire lanes in public areas (such as Volente Beach), WT reported that fire lanes are a city ordinance only, and not required or enforceable in the county.
Also, Lime Creek Road is taking a beating from all the big trucks. The sides of the road are crumbling. WT is going to bring it to the attention of the county to see if they will repair it.
VVFD Liaison Committee - WT reported on the VVFD. The trucks are now being assigned to individuals who are taking responsibility for them. The trucks are still being started on a weekly basis for insurance purposes and regular maintenance done. He says it is working well.
LM reported that the ESD commissioners will meet on September 20, 2000 to vote to recommend a $.04 tax increase, from the current $.03 to $.07 per $100 valuation, to be effective for year 2000 taxes that are collected by January 31, 2001. The required legal notice was published in the Hill Country News and LM has posted a notice of the meeting and proposed increase on the web site.
Liaison to Other Organizations – LM noted that Lake Travis Neighborhood Council will be meeting at the Precinct 2 building on September 21, 2000 for a presentation by LCRA regarding the marina ordinance changes. LM thinks LCRA has done little to address the public notice procedures to residents who are affected by marinas. He added that LCRA has said they will consider looking into dry stack regulations in the future and parking for marinas.
Other – ACS reported the results of an LCRA water test at Volente Beach. There were 128 cfu/100mL of fecal coliform and 26 cfu/100mL of ecoli. LCRA told ACS that the fecal coliform level must reach 250 cfu/100mL to be considered unsafe for recreational use. LM will pass this on to Protect Lake Travis Association to review.
CS is to bring refreshments to the next meeting on October 3, 2000.
