Call to order at 7:05pm.
Lm polled board members for any new agenda topics. None added.
Minutes of the 5/2/00 meeting were reviewed; motion to accept was made by JM, and seconded by WT. The board voted unanimously in favor.
LM gave the treasurers report for Anne. There is $3,860.14 in the account as of 6/1/00.
Ken Beck gave an update on the conference & learning center he is developing. Ken showed drawings of how it will be laid out. Their land consists of approx 201 acres within the BCCP, and approx 9 acres outside of it (along 2769). Of the 201 acres inside the BCCP, they plan to develop on approx 26 acres, and set aside 175 acres with a conservation easement (to be managed by Travis County). No work will be done on the 26 acres until they have permits from Fish & Wildlife, TNRCC, and approval of their site plan from the COA. On the 9 acres along 2769, they are actively working on the main gate, a Caretaker's house, a garage, a Carriage house, and a barn. The target opening date is January 2003.
SL gave a summary of the 3 meetings between Volente Group (VG) and the Incorporation and Business/Development committees. The meetings mostly consisted of VG giving their plan for working the process to incorporate. They plan to inform the residents through small group meetings, of preferably not more than 7 people, in the homes of individuals. One of VG’s goals is to collect 70% of the voter’s signatures on a petition. Once at least 50% of the landowners and registered voters have signed the petition, VG will present it to the COA council for review.
SL also recapped a meeting with Ben Luckens who is a city planner for COA. VNA board members who attended that meeting were SL, LM, WT, and SM. If COA annexed Volente, they would have up to 4 years to provide water and wastewater services as in similar areas. After 2002, COA will be required to have a three (3) year annexation plan in effect. River Place and Lost Creek were discussed as prime areas to annex, but COA has not done so yet. Point being that COA isn’t looking at areas such as Volente to annex before these other areas, and not to worry about annexation for a long time.
Some advantages to incorporating, Mr. Luckens mentioned, are zoning ordinances, land use, road and water quality. If building permits are given someone has to enforce them, and he said that can be costly. As far as VG, COA would not want to release the ETJ without requiring a development plan with conditions similar to COA codes or knowing that the new village had similar codes in effect and would enforce them. Mr. Luckens wasn’t sure of the legal enforceability of a development plan down the road, and it could be costly to Volente to ensure VG’s adherence to those codes.
SL also reports that there has been a preliminary city budget developed. Mattie Adams prepared it. LM gave copies to some board members who had not seen it. The preliminary budget revenue projections are based on $.25/$100 valuation.
JM made a motion: The board of the Volente Neighborhood Association
is not opposed to incorporation, but hereby opposes any Volente Village
incorporation proposal that does not allow for the inclusion of all Volente
area residents within ESD#14 and zip code 78641 in the decision making
process.
The motion was accepted by a vote of 7 in favor, 1 abstained, and
1 member not present. CS requested that the results of this motion
be published in the next newsletter.
LM referenced a letter some area residents received by mail from an anonymous author regarding dry stack boat storage being built at Cypress Creek Marina. The letter asked residents to be opposed to the expansion and to call LCRA’s 24-hour hot line and the COA to complain. JM and LS are to follow up on this and report back to the board.
LM handed out a copy of the draft for proposed marina ordinance revisions by LCRA. He asked that we take these issues into consideration and that LCRA was looking for public input.
WT reported on his follow up to a letter sent by Mel Rinn regarding
the trucks at 1431 and Lime Creek Road. He found out that is in Cedar
Park’s jurisdiction, and there is very little we can do about it.
WT volunteered to call Cedar Park and report Mr. Rinn’s concerns.
LS thinks the lease for the rock quarry is coming due soon, and that is
won’t be renewed, possible ending the problem.
WT also reported on the Anderson Mill extension proposed.
Gretchen Vaden at Commissioner Sonleitner’s office said the proposed road
that is to go from 620 to 1431 has major problems with alignment, right-of-way,
cave areas in the north section, and more. If it is ever built it
will be funded by some state money, county funds and hopefully contributions
from developers. Cedar Park wants it to happen, but also wants the
183A bypass, but won’t be able to afford both. Gretchen thinks maybe
5-10 years, most likely more like 10, if at all. There are serious
environmental issues that have come up, and the county is now doing the
environmental study too, so it will be slow. Along with Cedar Park
and Travis County, COA is also involved in the process. Gretchen
added that the widening of Anderson Mill Road is proceeding.
WT also reports that he has officially called in some pothole areas in the Volente area to be fixed by the state. He says areas needing repair within 20 feet of an intersection with FM 2769 are fixed by the state. They told him they would get to them as soon as possible.
SL mentioned the traffic problem at 620 and FM 2769. The cars get very backed up, and the concrete trucks only worsen the situation. WT and EM are to follow up on that and report back to the board. WT also brought up the trash on the side roads off FM 2769. He suggested someone organize a cleanup of some sort.
LM reported there are 89 paid members YTD.
WT reports VVFD received a new computer.
LM was present at a LTNC meeting on 5/22/00 where LCRA gave a presentation on drought and flood conditions. LTNC has added two (2) new neighborhood associations to their membership.
LM also updated the mail drop box issue. There will be a box installed in front of VVFD within a couple of weeks.
LM is to organize the newsletter. The lead article will be on incorporation. It will include a map of VG’s proposed boundaries, and will have each side given equal space to give arguments for and against incorporation proposal.
SL wanted to commend LM for his time and energy keeping the web site up to date, and all the efforts he makes for VNA.
