Minutes of 1/4/2000 meeting reviewed and approved by board (AP/EM).
JA/AP – discussion on the placement of a VNA sign/notice board at the junction of Bullick Hollow and FM 2769. Option may be available of adding onto the Garden Club’s sign and not having to get a separate VNA sign. However, it may be advantageous to have a sign that has changeable lettering to advertise special events etc. Also suggested to put another sign on Lime Creek Road at FM 1431.
AC-S - Treasurer’s report - Current Balance $3732.33
Reimburse AP for purchase of sign to inform neighborhood of early
voting opportunity at VVFD on 1/29/2000.
Turnout was pretty good considering the weather!
LM - USPS survey results - “unofficial” word is that Volente
will not change post offices due to responses of survey. Cedar Park requested
a recount and there are discussions going on between the Post Office and
Cedar Park regarding the zip code of some parts of FM 1431.
Possibility of a local Volente contract post office is unlikely
because of location limitations (no open container alcohol sales allowed)
– cannot find a business to host it.
JA - Sandy Creek Marina update – to date LCRA has not received an application from the marina for a floating restaurant. The Volente Group (VG) is aware that they have to file an application. Then public notice will be sent to residents in the area of the marina. N. Lake Hills POA is also very interested in opposing the restaurant. They are concerned with noise issues as well as traffic and may file opposition on their own.
LM/AC-S – new LCRA regulations for Lake Travis are on the LCRA web
site.
Highland Lakes Group (HLG) newsletter discusses San Antonio’s water
needs and that they are probably still going to be trying to get water
from the Highland Lakes.
The TX Water Development Board (TWDB) has its sunset review soon
and HLG want to lobby that it not be continued as a state agency. The useful
function should be transferred to the appropriate agency, such as TNRCC.
HLG's newsletter (on the web site) contains the arguments for dissolving
TWBD.
Motion called and seconded that LM write a letter in support of
HLG bid to remove TWDB, from VNA. Approved.
LM/EM – Sidewalk at VBC/VIP – work was supposed to have started but
to date has not – EM will follow up with Precinct 2 on status.
( note - as of 2/11/2000 work on sidewalk was underway.)
SMcL – Parking Lot for VBC – Per Roe Fleenor, City of Austin has reportedly filed suit against VBC for violation of the 20% impervious cover rule for the existing parking lot. Roe Fleenor has asked for support from the VNA regarding the safety issue of access to the proposed VBC parking lot. No site plan has been filed with the city yet. SMc-L will investigate whether Roe has pursued the Endangered Species issue.
LM/JA – VVFD - LM sworn in as ESD #14 commissioner – acting as Secretary
– 1st action item for the ESD commissioners was to ask for a 3-year budget
form VVFD.
Letter sent from ESD in November 1999 to Travis County Sheriff asking
if they will enforce the no parking around VBC. Sheriff has indicated that
they will have a zero tolerance policy on the issue.
LM – Membership dues are due. Question of whether we want to raise
the dues/change dues structure so that a household can have more than one
vote (1 per adult). Need to clarify by-laws regarding voting members for
upcoming general meeting.
Motion (JA/AC-S) re: dues - $10 until April 2000, then $15 for two
votes per household.
LISD Bond Election – issue of whether VNA should support voting in Volente. General consensus was that VNA should encourage people to vote in their neighborhood.
April General Meeting – invite new LCRA general manager as speaker. April 11th – tentative date.
AP will get info on status of voter turnout in this area.
Suggestions for next year’s board – JA – proposed David Springer. Suggestion of having staggered terms so that some form of continuity could be maintained.
VVFD Ladies Auxiliary – has requested that VNA provide $$ for paint inside of fire-hall. VNA agreed to provide paint and supplies up to $250 (Motion JA/CVS).
