LM called meeting to order at 7pm.

Minutes of November meeting were reviewed; minutes were approved (CVS/AP).
Treasurer’s Report (LM): $3749.95
USPS (LM)
re: changes to zip code - now USPS are surveying residents on FM 2769
- 48 households to change them to Cedar Park zip code from the current
78726 (a move from Jollyville PO to Cedar Park). LM has conducted initial
telephone survey of residents and the majority are opposed to the change.
There is a possibility of Volente getting a contract PO at which you
could send and receive mail, buy stamps etc, although it would have reduced
operating hours. Anne Steichen will be obtaining information on the contract
post office for the next board meeting.
Lake Travis Committee (JA)
discussion re: Sandy Creek Marina meeting of 11/17/99 - see previous
meeting notes (Attached)
LM proposed motion that VNA would write to LCRA opposing a floating
restaurant at Sandy Creek marina on the grounds that it constitutes an
expansion and also violates the spirit of the agreement, and that if residents
had known it was to be on the water during negotiations they would have
handled the negotiations differently and had other recommendations of the
marina agreement. Motion carried.
Construction has not started on the restaurant, except for the supporting
piers that are in place along that section of the dock.
LCRA Stakeholders group (EM)/LTAP (JM)
Discussion re: the removal of any of the proposed bans on watercraft
from the negotiation table. No bans are now being proposed in the Y2K lake
plan. Consensus of stakeholders was reached on the noise issue and a proposed
decibel limit of 92 was agreed on. No consensus has been reached on speed
limits. No stakeholder consensus has been reached on traffic flow direction
on the lake.
Jan 21 2000 possible date for final public meeting and residents are
being urged to attend to offset commercial interests and voice their
opinions.
Mark Rose has resigned from LCRA.
Other Lake Issues
Various new marinas are in the works for this area despite the moratorium
(approved before effective date). One is to be opposite Carlos n’Charlies,
with 300 slips approved. It will start with 75. Cypress Creek marina has
added PWC ramps. Question arose regarding LCRA’s position on these and
whether they were going to pursue the issue with the lake marinas.
Roadways/Safety (EM)
Sidewalk issue - Lime Creek Road - County have given up negotiations
with Linda Carter with regard to a drainage plan. They are going to start
construction in Jan/Feb with sidewalk to be completed no later than May.
It will be narrower than originally proposed since it has to now stay within
the ROW. It probably will not be wide enough for the golf carts.
2222/620 - City of Austin is trenching on Volente side of this junction
to lay water pipe for those developments.
Cones/tags on Bullick Hollow Road - County did not know what these were
for, and stated that they were not county work.
VVFD (JA)
Four new qualified firefighters have joined. Suggestion brought up
again about providing scholarship/tuition etc for additional training.
More info will follow on the VVFD needs.
Membership Committee
VNA now has 151 members/households. New December memberships will count
for Y2K also. JA suggested putting all members' names on website for informational
purposes.
Other topics
Early voting on LISD bond election to be available in Volente, a Saturday
in January (no date as yet).
City Park Rd development-see email from 2222CONA. 300 condos, partially
on Lake Austin, along with large marina.
Condominiums are proposed for NW corner of West Rd and Lime Creek Rd.
Vandalism of mail/mailboxes - several reports have been in on this
issue, opening mail and damaging boxes. Sheriff's Department has been contacted
and PO is aware of issue. Could be seasonal crime.
First meeting of next year to Jan 11 due to holidays.

Meeting with Volente Group (VG)
and local Residents
regarding Sandy Creek Marina
11/17/99 - VVFD
Francois Denise and the VG's engineer, Ed Moore, presented information
regarding the revised plans which the VG intends to submit to LCRA (have
not yet been submitted). The plans address a 42-seat restaurant, which
the VG are proposing for the Sandy Creek Marina.
Proposed restaurant is 2500 sq.ft. and will initially seat 42 people.
Limit imposed by the sizing of their septic system, which was calculated
on a 28 gallon/day basis, based on the average of a busy weekday's "traffic".
Restaurant 's actual capacity could be 100 but this would require a new
septic permit.
Restaurant is to be situated where the Ship's Store was originally and
will incorporate the Ship's Store and a bar inside the restaurant. Restaurant
will serve Mediterranean style cuisine, and also host visiting chefs from
Europe.
Restaurant construction is teak, with tensile roof to allow for natural
lighting inside. Restaurant is to take up less square footage than originally
was in the permit application.
(James Dunnam, LCRA) Sandy Creek Marina is permitted for approx. 130,000sq.ft
and 149 slips. Currently there are approx. 88,000 sq/ft built with 99 slips
and another 14 to be completed soon. Any expansion beyond the permitted
area would involve an additional application and public notice to residents
within 500' of facility. Installation of fuel systems, which is proposed
in the future, would involve an additional permit and public notice.
Residents' Concerns:
Restaurant was originally proposed for the land - why was this changed
without notification?
This seems like a substantive change to permit, which requires public
notice. LCRA does not believe that it falls into that category and is treating
it as a simple revision of the plans. Residents disagree. (LCRA Marina
Ordinance should be examined to define substantive vs. non)
Noise issue.
Trash in the cove issue - VG says they will do their part to maintain
a trash-free cove.
Floatation on current structures are already disintegrating somewhat
and depositing Styrofoam to banks of lake etc. Residents would like to
see use of encapsulated foam on any future structures - VG says they will
address this issue.
TABC license - residents do not want alcohol on the property.
When will the design be final? How many more "simple revisions" will
be submitted to LCRA without residents notification?
