Minutes of 8/03/99 VNA Board Meeting

1. President Lonnie called the meeting to order and we reviewed the agenda.  We heard and approved the treasures report and minutes of last month's meeting. Before initiating the committee reports, we discussed formalizing our 1999 board goals.  We discussed having each committee establish a measurable goal, and Sallie drafted goals for Membership, and Lake Travis.  (See attached for draft of goals.)

2. Committee reports:

2.1 Lake Travis – Jerry Mills
Jerry Mills discussed news from the Lake Travis Advisory Panel. The hot topic is lake noise.  Jerry indicated that the panel voted 7 – 2 in favor of an ordinance that would require boats to reduce noise due to exhaust.  This recommendation goes in front of the LCRA Board of Directors in December.  Jerry felt that the LCRA would approve this action.  (the Advisory Panel is made up of lake residents, homeowners, and associations including the power boat owners association)  Additional information is on the Volente web site at www.volente.org.

2.2 Roadway Issues – Joanna
 Regarding the 2222 Champion land issue – we wrote a letter of support to the Jester homeowners association.

Texas DOT has started a project to provide an additional lane at the 2222 & 620 intersection.  They are adding a lane to allow traffic to turn left from 2222 onto 620, go straight to Bullock Hollow or turn left, plus the right turn lane.  The project should be complete in 3 weeks – says TX – DOT.

On the issue of sidewalks on Lime Ck Rd and Dodd Street, the project should take 4- 6 weeks and is planned to start this month.

2.3 Membership – Lonnie, Anne, Jerry
5 new members since our last meeting!

We are getting more hits at our web site!  Lonnie reported an average of 500 hits/month now occurring!

We discussed getting a sign to advertise the web site and the VNA.  Jerry indicated that he would take charge of getting a simple sign that talks about the VNA serving the community.  We discussed placing the sign at the Bullock Hollow/2769 intersection.

2.4 Lake Travis Neighborhood Council
This is a new organization formed initially to address the noise problems on the lake.  The organization is open to lake residents and neighborhood associations. They are also tackling issues like lake noise and the expanding number of marinas.

2.5 VVFD News
We discussed working with the VVFD on the issue of creating an emergency services district.  We have the signatures required to take to the District 11 Fire Commission.  Lonnie and Jerry agreed to attend the meeting.  We also discussed a newsletter to the neighborhood to educate people on what an ESD would mean to the area.  Jerry Adams is the liaison to the VVFD.  (Update since the board meeting – the petition will be presented to the Fire Commissioners on Aug 25, 1999.  A vote on the ESD should happen at the November election.)

2.6 Post Office
We discussed the issue of a proposed change to move Volente to the Cedar Park post office.  The preference expressed at the meeting is to stay with Leander but use Volente 78641 as our official designation.  Erica agrees to talk to the post office to find out how we can get official Volente, status.

 Goal:   Membership

To increase the VNA Membership by 25% by October 1999.
 

Results:
1. In our newsletters we provide a section to tear off and send in with dues.
2. VNA sent a letter to Volente residents that were past members but did not pay join in 1999.  (Aug 99)
 
 

Goal:  Community Communications

Increase communication on the activities of the VNA by publishing a newsletter at least 4 times/year.
 
 

Result:

1. As of August 1999 the VNA has sent 2 newsletters to the Volente community.
2. A web site was established at www.volente.org to communicate community information.  Also available on the site is the history of Volente, news about the fire department, links to current events, a business directory of Volente residents with businesses in the area and many other interesting topics.
