LM called meeting to order at 7.10pm
Minutes of 6/1/99 meeting were reviewed; JA/AP moved/seconded motion to approve minutes as amended with minor corrections- unanimous approval.
Treasurers Report (AC-S): current balance is $4106.89
Ken Beck - distributed brochure re: conference/retreat center - 210
acres on FM 2769 (opposite. Roscoe’s and McDermett’s Ranch). He and his
wife have been working with USFWS and BCCP re: habitat and endangered species
(mainly golden-cheeked warblers). Permit application has been submitted
to USFWS to develop 21 acres. Rest of the land will be undeveloped except
for walking/hiking trails. Facility is to be conference/retreat center
for business meetings, non-profit organizations, wellness seminars, church
gatherings etc. Max. capacity 150 people, with up to 100 staying overnight
in cabins on-site. Facilities will include 8 cabins with small meeting
room in each and a main conference center. A recreation center is also
to be built with pool, spa, exercise rooms etc.
New Tx Festival (a vocal ensemble) have expressed interest in building
a concert hall there - but they will have to come up with the money and
alternate parking - which currently is unavailable to them.
Waste treatment - Mr. Beck is proposing a waste treatment facility
but did not go into too much detail - this will require a permit. Wants
to install a rainwater collection system, and make the facility as "green"
and self-sustaining as possible. Gray water will be used to water grounds.
They have already dug some test wells into the lower Trinity aquifer. One
of these can possible yield 80 000 gallons/day at 640' depth.
No construction will begin until Jan/Feb 2000 and expected opening
date in Jan 2001.
JA VVFD - Emergency Services District petition drive v. successful - 125 signatures obtained for 1999 (30 for 1998 which we can still use) .
LM described sequence of events for converting to ESD - petition goes to fire commissioners of district 11 and w/in 30 days of receiving it they have to call an election which must be held w/in 60 days of them calling for the election. It is too late in 1999 to make a change in the tax rate and special elections cost $$, so it would be better to time the petition for a general election date (Nov. 2). After the election, votes are counted, certified and the VVFD becomes an ESD. Volente wants to maintain 2 entities w/ VVFD board and county commissioners. Budget projected for 3 years ahead and after several hearings the tax rate will be increased appropriately (probably not effective until Jan 2001). Maximum tax $$ for ESD is 10c/$100 (currently paying 3c/$100).
CS Lake Travis Committee (JM on vacation):
Lake Advisory Committee - no report on current numbers of marinas.
Les Witcher - re: watercraft noise - apparently large cigar boats are supposed to use mufflers when they are in coves and/or no-wake zone.
EM: Roadways/safety committee - sidewalk on Lime Creek Road - Sonleitner’s office said they don't have the plans yet so they can't start. Plans dept. said plans are complete but they need to clear up some drainage and ROW issues, mainly w/Linda Carter, who is objecting to the proposed size (6') of the sidewalk. Drainage issues may hinder parking along Wharf Cove. County is also considering putting "No Parking" signs along Lime Creek Rd.
LM: 2222 Coalition of Neighborhood Assocs. (2222CONA) re: Jester Homeowners
Assoc. petition against rezoning of Champion Tract for multi-housing/industrial
at 360/2222 - 12 neighborhood associations signed the petition.
2222/620 intersection - Comanche Trail Assoc. asking us for opinions
re: talking with Tx DOT to improve 2222 to provide at least three lanes
coming from town to cross 620. Possible item for combined neighborhood
associations to tackle.
JA: Membership Committee: will compare current membership list with
old and then try to get new members that way.
Newsletter - bulk mailing steps (SMcL has details) - propose using Kinkos for copy and fold next letter ($11 fold only; $53 copy & fold - 550 copies; $60 bulk mail in bundles of 100). Next due in a couple of weeks. Currently mailing to all of Route 3 and Bullick Hollow and Austin side of FM 2769. Possibly in future only mail to those members on mailing list and others will have to pick up copies at VJs, VIP etc.
LM: Lake Travis Coalition of Neighborhood Assocs. to be formed; other local organizations newsletters will be (and have been ) put on our web page. AC-S is working on a database of Volente based or run businesses (with a view to possibly getting advertising from them?)
LM: ZIP code change - called for volunteers to verify the facts and possibly petition Post Office after gathering neighborhood support (EM ).
